공영방송이 재현하는 다문화주의에 대한 비판적 고찰 : 〈이웃집 찰스〉에 대한 서사분석을 중심으로

국문초록

이른바 ‘세계화’의 맥락에서 한국으로의 이민이 일상화되었지만, 수십만 명의 이주민들은 여전히 사회에서 객체로 살아가고 있다. 이들이 사회에서 주체로 살아가기 위해서 미디어의 역할이 매우 중요한데, 그 중에서도 공영방송은 법적, 제도적으로 사회적 소수자들의 사회적, 문화적 권리를 옹호하고 보호하는데 앞장서야 할 책무가 존재한다. 이러한 문제의식을 가지고 수행된 이 연구는 KBS1에서 방송하는 다문화?이주민 프로그램인 〈이웃집 찰스〉에 대한 내러티브 분석을 통해 미디어에서 재현하고 있는 이주민과 다문화주의가 가지는 특성에 대해 알아보았다. 프로그램에 대한 내러티브 분석 결과, 다문화?이주민 프로그램들에서 드러난 재현의 왜곡이 일부 완화되었음에도 불구하고 〈이웃집 찰스〉에서도 여전히 선주민들의 인식에 기초하여 출연진과 에피소드, 그리고 내러티브가 구축되고 있다는 것을 확인할 수 있었다. 가령 프로그램에 출연하는 ‘이방인’들은 인종과 성별, 직업 등에 따라 서사 전개 과정에서 차이가 있었다. 또한 프로그램이 표방하고 있는 다문화주의적 관점과는 달리 프로그램의 내러티브와 이 과정에서 개입하는 각종 서사적 장치들은 선주민들의 문화와 규범에 적응할 줄 아는 사람들만이 ‘이방인’을 넘어 ‘이웃’이 될 수 있다는 것을 분명하게 보여주고 있었다. 결국 공영방송이 만들어내는 다문화는 양가적인 특성을 가지고 있다. 우선 이 프로그램은 선주민들에게 한국에 살고 있는 이주민들이 이전까지 미디어가 보여주었던 ‘혈혈단신으로 한국에 온 동남아시아 출신 외국인 며느리와 이주근로자’에 국한되지 않고 인종, 문화, 가족 구성, 직업 등에서 매우 다양하게 이루어져 있다는 것을 보여주고 있다. 그렇기 때문에 더 이상 인종주의나 순혈주의적 자세를 고집하는 것은 사회적 변화에 뒤처지는 결과를 초래한다는 메시지를 강조한다. 동시에 이주민들에게는 이들이 가진 문화적 배경과 관계없이 선주민의 문화와 규범을 중심으로 사고할 것을 권고하면서 이를 받아들이고 선주민들이 보내는 인종적, 젠더적 시선들을 개인으로서 극복할 때, 한국 사회의 구성원이 될 수 있다고 말한다. 이러한 맥락에서 선주민들과 이주민들이 가진 이질적인 문화들로 인해 발생하는 권력의 위계와 차별을 철폐하는 것을 지향하는 다문화주의의 이데올로기는 형해화되어버린다. 이제 다문화와 이주민은 이민이란 인구학적 변화로 인해 혈통과 문화라는 중요한 구성요소들이 뿌리째 흔들리게 된 네이션이 스스로의 성격을 변화시켜 체제를 유지하고자 하는 도구가 된다. 이에 따라 이들은 새로운 네이션, 그리고 이를 만들고 지키기 위한 이데올로기적 기제인 내셔널리즘을 형성하는 하위 담론과 그 기제로서 미디어에서 재현된다. 내러티브 분석과 다른 다문화?이주민 프로그램들과의 비교를 통해 이 연구는 방송에 나오는 이주민과 다문화주의가 운동으로서의 다문화주의보다는 잠재적으로 근본적인 변화를 겪을 수 있는 네이션이 스스로를 부분적으로 재구성하는 맥락에서 보다 효과적으로 해석될 수 있다는 것을 확인한다. 연구가 가지는 여러 한계들에도 불구하고, 이 연구는 다문화?이주민 프로그램이 단순히 다문화주의와 맞지 않는다고 비판하는 것을 넘어 미디어의 재현과 다문화주의와의 간극을 통해 다른 담론들과 다문화(주의) 담론의 관계를 알아보았다는 점에서 연구의 의미를 갖는다.

영문초록

In mid-1990s, South Korea began to accept the immigrants due to its shortage of industrial labour and its gender imbalance in rural area. More than 1.8 million newcomers moved to South Korea to date, and such relocations brought the necessity of developing multicultural discourses in the society. In this regard, the impact of media in constructing multicultural discourses is crucial. In spite of the importance, however, South Korean media tended to distort the representation and to stereotype strangers as ‘daughter-in-laws from poor South-East Asian countries’ and ‘Asian workers speak in broken Korean’. Considering all the circumstances, it is crucial to seek roles of public media in constructing discourses related to multiculturalism and migrants. Thus, this research focuses on the roles of public service broadcasting in representing migrants and formulating multiculturalism.. As a case study, this thesis examines discursive implications of public media with My Neighbour, Charles, which is a television program produced and broadcasted by the Korean Broadcasting System (KBS). Based on the methodology of narrative analysis, this research explores ways of configuring ideologies of multiculturalism in public media. As a result of this research, this paper finds that a double ambivalence is involved in the program’s narrative. While this program asks former inhabitants to get rid of chauvinistic and racist attitudes, it requires non-native inhabitants to obey native norms regardless of their preferences or cultural backgrounds. Within this narrative, this program implies that ‘aliens’ only those who follow dominant cultural values of this society become successful ‘neighbours’, while they personally overcome racial and gender stereotypes rampant in the society. It seems clear that immigration brings this nation to a crisis, since it endangers ‘pedigrees’ and ’common memories’ of former inhabitants ? which are regarded as core values of the nation-building process. Within this context, the main narrative of this program is aimed at making migrants and the term of ‘multiculturalism’ as new components of revising the South Korean nationalism. As a number of scholars explained, the concept of nation is not a priori, and this means that ranges and characteristics of a nation are also changeable depending on demographic and cultural changes. Therefore, by accepting migrants and their cultural backgrounds selectively while enforcing dominant cultural ideologies to migrants, public service broadcasting’s migrant program degenerates the term ‘multiculturalism’ and migrants into a sub-discourse of ‘new nationalism’ and the sub-discourse’s objects. However, the narrative loses political meanings of multi-cultural ideologies which argues to abolish all types of cultural and political discriminations caused by the differences of culture.
