국문초록

레이시의 ‘새 장르 공공미술’은 모더니즘에 대항하고 예술과 사회를 접목시키려는 현대미술의 기조와 맞닿아 있으며, 관객의 참여와 예술가의 사회적 역할을 중시하는 면에서 기존 공공미술과 차별점을 가진다. 예술을 통한 행동주의 미술로 지역사회에 기여하는 데 의의를 두는 이 공공미술은 ‘커뮤니티 아트’라고도 불리며, 2000년대 이후 한국에서 정책적으로 크게 장려되어 다양한 프로젝트가 실행되었다. 그러나 커뮤니티 아트의 좋은 의도에도 불구하고 예술성과 공공성 등 핵심 쟁점이 아직 논쟁 중에 있으며, 이것은 커뮤니티 종종 아트 현장의 갈등을 초래한다. 즉, “커뮤니티 아트는 예술인가?”, “커뮤니티 아트는 어떻게 공공성을 실현하는가?”라는 의문이 커뮤니티 아트 현장에서 대두되며, 이것이 갈등이라는 징후로 가시화된다. 이 연구는 커뮤니티 아트의 예술성과 공공성 쟁점을 중심으로, 한국 커뮤니티 아트 현장에 참여한 예술가들의 진술을 바탕으로 커뮤니티 아트 현장의 갈등을 분석함으로써 한국 커뮤니티 아트의 가능성과 한계를 밝히는데 목적을 두고 있다. \r\n커뮤니티 아트는 모더니즘의 폐쇄적인 미학과 엘리트주의에 저항하고, 예술가의 행동주의 실천을 강조한다. 부리요가 제시한 ‘관계의 미학’은 커뮤니티 아트의 미학적인 틀을 제공하는 듯했지만 비숍과 랑시에르에 의해 ‘반목이 삭제된 관계’, ‘관계의 질(quality)에 대한 평가 부재’ 등의 이유로 비판당했고, 사회적 예술의 예술성이 다시 쟁점으로 떠올랐다. 한편 커뮤니티 아트의 공공성 쟁점에 있어 ‘공공’, ‘공동체’, ‘공공성’의 개념의 다양한 함의는 커뮤니티 아트 공공성에 혼란을 초래했다. 낭시는 현대사회의 공동체 복구 운동이 마르크스주의적인 공동체에 대한 환상에서 전제되고 있지만 실제의 공동체는 혼란과 무위(無爲)의 공동체로서 항상 존재해 왔음을 지적했다. 이것은 레이시의 커뮤니티 아트가 ‘예술가와 지역주민의 참여’와 ‘민주적인 과정’ 등 ‘합의의 공동체’를 강조하고 있으며, 한국의 정책이 레이시의 새 장르 공공미술 이론을 적극적으로 수용하고 있다는 점에서 중요하다. 이 연구는 이상의 이론적 논의를 바탕으로 8명의 한국 커뮤니티 아트 참여자(예술가 및 기획자)의 심층인터뷰를 통해 현장의 갈등을 분석했다. 현장 참여자를 주관자, 주최자, 예술가, 지역주민 등 네 형태의 주체로 구분하였으며, 갈등이 발생한 참여자 관계 분석을 바탕으로 갈등의 원인과 종결 방향을 분석하여 한국 커뮤니티 아트 현장에서의 예술성 및 공공성 쟁점을 밝히고자 했다. \r\n연구 결과를 요약하면 다음과 같다. <무늬만 커뮤니티> 프로젝트와 <조동모서>, <인계시장 프로젝트> 사례에서 볼 수 있듯이, 커뮤니티 아트 현장 참여자 구도에서 주관자가 예산을 담보로 예술가에게 강압적인 명령을 내릴 수 있는 구조가 형성되면 예술가의 자율성이 침해받으며, 커뮤니티 아트의 정신이 훼손되고 ‘오래된 장르 공공미술’이 귀환한다. 이 때 주관자와 예술가 사이의 갈등은 예술가의 자율성을 중시하는 모더니즘 미학의 잔상이 아직 우리에게 남아있음을 반증하며, 현대미술의 아방가르드 정신이 우리사회에 내면화 되었는가?라는 의문을 제기하게 한다. 또한 <조동모서> 프로젝트에서 볼 수 있듯이 예술가의 이상주의적이고 낭만주의적인 접근과 예술가의 ‘취향’에 대한 강요는 커뮤니티 구성원들에게 반발을 초래할 수 있으며, <동상이몽>과 같이 예술가의 사회적인 역할에 대한 의지가 부족한 경우 커뮤니티 아트는 예술가의 개인적인 실험으로 끝나버린다. 이 때 예술가의 사회적인 역할을 강조하는 레이시의 이론을 한국적인 상황에 대한 고려 없이 정책에 적용하는 것은 문제가 있어 보이며, 이것은 ‘공동체’와 ‘공공성’을 어떻게 정의하는가와 관련한 공공성 논의와도 관련이 깊다. <논아트 밭아트>에서 일부 주민이 예술가로부터 자본(토지)을 되찾기위해 갈등을 초래하고 프로젝트를 강제 종결시킨 사례는 공동의 가치를 위해 논의하고 합의하는 시민사회의 성숙도와 관련이 깊으며, 한국사회에서 충분한 시민사회 형성역사가 있었는지를 되묻게한다. 그러나 <도롱이집> 프로젝트처럼 예술가의 커뮤니케이션 의지로 갈등을 극복한 사례는 한국 커뮤니티 아트에 가능성을 시사한다.

영문초록

Since the avant-garde culture revolution in 1960’s, contemporary art, which set itself in opposition to modernism, has been tried to combine art with society and life. In this context Susan Lacy’s “New Genre Public Art”, differs from existing public art in that it encourages artists’ social role and the spectators’ engagement. Also known as “community art”, it values activism and attempts to contribute to the community, resulting in many good examples of post-modernist art, such as “Culture in Action” in Chicago. It has also been encouraged since the 2000’s in Korea by policy makers, and there are diverse Korean community art projects. However, in spite of the good intentions of community art, the core issues in community art like artistry and publicness are still under debates, and it often causes complications at community art sites. Indeed, questions like “Is community art really art?” or “How does community art realize publicness?” often emerge in the community art site, causing various complications. Based on these issues of artistry and publicness, this reserch aims to find out the possibilities and the limits of Korean commuity art by analysing the complications that arise in Korean community art through in-depth interviews of artists who participated in community art projects. \r\nCommunity art resists exclusive aesthetics and elitism of a modernism art, stressing the artist’s activism and practice in life. Art socialism, which argues that the art paradigm is changing from modernism aesthetics to sociology, supports theoretical background of a socially engaged art. However Bishop and Ranciere criticize this “relational art”, as suggested by Nicolas Bourriaud. They claim this model does not properly consider antagonism and quality. We must also consider the issue of refining the concept of publicness, which is complicated by the diverse definitions of “public”, “community” and “publicness”. Nancy asserts that community has never been lost and it always continues to exist as “idleness community”, indicating that the community revitalization movement relies on a fantasy of Marxism community. This is important because Lacy’s NGPA emphasizes community consensus in drawing out “community engagement art” and “the democratic process” in community art, and this is very much the model that Korean policy makers are using to draw up community art policy.\r\nThis thesis will analyze complications at community art spots through in-depth interviews of 8 Korean community artists and curators. I classified community art participants into 4 groups: policy makers, curators, artists and community residents. Analyzing the complicated relationships between these participants and the roots and effects the conflicts that arise, this research will try to understand how issues of artistry and publicness in community art relate back to these conflicts.\r\nAs shown in cases of “seems like a community” , “vagabond” and “In-Gye Market project”, conflicts between policy makers and artists, caused by the policy makers’ overbearing attitude towards artists through their control of the budget can result in “old genre public art” and interfere with the free will of the artist. This also proves that the modernist aesthetic that highly values the artist’s free will, still remains in contemporary society. This begs the question “Is the avant-garde spirit of contemporary art internalized enough in our society?” As seen in the “vagabond” case, if the artist’s approach is too idealistic toward the community they may force their artistic “taste” on the community, and this it can cause conflicts. Also shown in “2 thoughts in same bed”, when an artist is not concerned enough about their social role, community art can be end up as an experiment of the artist. Having explored these conflicts it seems that many problems in this area stem from the Korean policy that applies Lacy’s theory stressing social artists, but does not consider the context of Korean society. Moreover, it is strongly related to how we define “community” and “publicness”. As seen in “nonart butart”, a conflict arose when one residents wanted to take capital(land) back from the artist. It is related to the civilization process that community members reach consensus for public value together, and asking ourselves that if we have gone through civilazation history. However, “dorongi house” projects implies the possibility of Korean community art when an artist’s ability to communicate can overcome these complications.
