국내 예술영화관의 역사적 형성 과정과 문화적 특성 : 서울 지역을 중심으로

국문초록

이 논문은 국내 예술영화관의 형성 과정을 통시적으로 살펴보고, 2000년대 이후 예술영화관이 지니는 제도적·공간적 특성을 서울 지역을 중심으로 논의하고자 했다. 국내에서 예술영화관이 공식적인 산업적 실체로 처음 등장한 것은 1995년 영화진흥위원회가 대학로 동숭시네마텍을 예술영화전용상영관으로 지정하면서부터다. 이를 통해 예술영화관은 제도적으로 상업 영화관과 구분되는 상영공간으로서의 기능과 가치를 인정받게 되었다. 그 이후에도 여러 예술영화관들이 특색 있는 기획과 고급문화 소비의 일환으로 사회적인 관심을 받았다. 그러나 2010년대에 들어 무수히 많은 예술영화관들이 폐관하거나 무기한 정관에 들어가는 등 심각한 위기를 겪고 있다. 예술영화관은 한국 사회에서 예술영화 담론과 영화정책의 상호작용을 보여주는 동시에, 그 자체로 상업영화의 대척점으로서의 예술영화 소비 양상을 드러내는 공간적·영화사적 가치가 있음에도 불구하고 학문적으로 크게 주목받지 못했다. 이 논문은 국내 예술영화관이 예술영화 담론, 영화 산업, 문화 정책, 예술영화 수용자 등 여러 사회문화적 요인과 영향을 주고받으며 형성되는 과정을 비판적으로 분석하고자 하였다. 예술영화관에 대한 역사적인 접근을 시도한 결과, 예술영화관의 형성과 발전, 쇠퇴 양상을 시기적으로 구분할 수 있었다. 해방 이후 예술영화에 대한 대중의 관심이 높아지면서 예술영화 담론이 생성되기 시작했고, 외국 문화원의 상영 활동을 매개로 영화 전문가들과 마니아들이 활발하게 교류하게 되었다. 이들 중 다수가 1980년대 대학가 중심의 영화 운동에 참여하게 되면서 대안적 영화 생산과 그 상영 방식에 대해 고민하게 된다. 이 시기에 정부가 한미 통상관계를 근거로 국내 영화시장을 개방하면서 미국 직배사들이 국내 영화산업에 진출하고 외화 수입이 자유화 되었다. 이에 한국 영화계가 강력하게 저항하게 되면서 ‘한국영화 보호’에 관한 담론이 활발하게 생산되고 대중들의 관심도 고조되었다. 한편, 1990년대 초 미국 할리우드 영화 일색의 외화 시장에 피로감을 느낀 관객들이 비할리우드 영화를 찾아 적극적인 소비 활동을 펼치게 되었고, 곧 이들 사이에서 ‘예술영화 상영관’으로 이름을 알리는 극장들이 생겨나기 시작한다. 그 중에서 동숭시네마텍은 영진위가 선정한 첫 예술영화전용상영관으로 기록되었다. 1990년대 중반을 기점으로 영화 비평과 이론에 진지하게 접근하는 매체들이 활발한 담론 생산 활동을 펼치게 되면서 예술영화 소비가 촉진되었고 이러한 흐름 속에서 예술영화관은 전성기를 맞는다. 그러나 1997년 IMF에 구제금용을 요청하는 최악의 금융 위기를 겪으면서 한국 영화산업은 영화의 상업성과 흥행성 위주로 재편되었고, 이는 예술영화 시장의 침체로 이어지게 된다. 1990년대 후반에는 CGV 강변의 개관과 함께 본격적인 멀티플렉스 시대가 시작되었다. 이처럼 정책적으로 한국 상업영화를 육성하는 분위기 속에서, 전략적인 ‘대형 영화소비 공간’으로서 멀티플렉스가 확산되는 흐름은 예술영화와 예술영화관을 더욱 위축시켰다. 그러나 2000년대 초반 여러 편의 비상업 한국 영화가 1, 2주의 짧은 상영 끝에 사라지는 행태에 대한 비판 여론이 확산되자, 정부는 영화관을 중심으로 비상업 영화의 상영 활동을 보장하려 하였다. 이렇게 해서 영진위의 예술영화전용관 운영 지원 사업이 시작되었다. 이러한 제도적 장치의 등장은 예술영화관을 통해 예술영화 소비가 촉진되리라는 기대를 불러일으켰지만, 예술영화관의 불안정한 수익구조 및 입지적 조건을 개선시키기에는 부족했다. 또한 멀티플렉스가 한국 사회에서 가장 보편적인 영화관 형태로 자리 잡으면서, ‘영화 보기’의 의미가 ‘특수한 문화 활동’에서 ‘일상적 행위’로 변모하게 되었다. 이와 같은 영화 수용 행위의 변화 흐름은 예술영화관의 영화 상영과 그 곳에서 이루어지는 소비 활동 전반에 영향을 주었다. 이러한 역사적 형성 과정을 거친 예술영화관은 다음과 같은 특징을 갖는다. 먼저 예술영화관은 도심 영화관의 집적 효과가 약화되기 시작한 1990년대 중반에 ‘후발주자’로 극장가에 입성하여 공간적으로 주변화 되는 경향을 보인다. 또한 2000년대 멀티플렉스가 확산됨에 따라 내부 공간의 중요성이 강조되었지만 영세한 예술영화관들은 그 흐름에서 도태되는 모습을 보인다. 한편 대부분의 예술영화관은 예술영화 수입배급사가 자사의 영화들을 안정적으로 상영하기 위한 목적으로 만들어졌다고 할 수 있다. 수입배급과 상영 부문의 수직계열화는 국내 예술영화관이 갖는 중요한 특징 중 하나다. 이는 수익성을 담보할 수 없는 예술영화 사업의 속성을 고려할 때, 예술영화관의 운영과 수익 구조를 안정시키기 위한 전략적 선택이라고 할 수 있다. 그러나 나날이 상승하는 도심 지역의 임대료와 재정난으로 인해 예술영화관은 공간적으로 불안정한 모습을 보인다. 잦은 이전으로 인해 영화관으로서의 인지도가 약화되기도 하고, 주변 환경과 어울리지 못하며 갈등을 겪기도 한다. 이러한 현상들은 예술영화 ‘전용공간’의 필요성을 뒷받침해주는 근거가 된다. 2000년대 중반 이후 멀티플렉스 계열의 예술영화관이 등장하고 대중적인 인기를 모으면서 기존 예술영화관의 입지가 더욱 축소되었다. 여기에 온라인 환경의 발달로 예술영화 비평 담론이 대중 친화적으로 변화하고 영화 상영 플랫폼이 다양해지는 현상으로 인해 예술영화관의 위기가 장기화되고 있다. 결론적으로 이 논문은 예술영화관이 한국 사회의 특수성 안에서 역사적으로 형성된 과정을 통해, 국내 예술영화 상영 공간과 담론, 정책, 수용 행위 등 사회문화적 요인들 간의 관계와 상호작용을 포착하고자 하였다.

영문초록

This study attempts to go through the historical formation of Korean Art film theater and the institutional and spacial characteristics of it after 21st century. Art film theater emerges as an industrial substance in 1995 as Korean Film Council (KOFIC) designates 'Dong-soong Cinemtheque' as the first official art film theater in Korea. This makes it clear that the art film theater contains great cinematic value that is different from the commercial film theaters. The art film theaters get attention by its unique screening programs and as the image of highbrow consumer culture. However, art film theaters are facing a serious crisis nowadays. Despite the importance of the fact that art film theater displays the dynamics between art cinema discourses and the cinema policies, and the consumption of art cinema in Korea society, art film theater was not considered as an important academic subject for long time. Therefore, this study was going to do an critical analysis on the historical process of Korean art film theater and show the interactions among art cinema discourse, the film industry and government policies, and the art film consumers all in the art house system. At first, it was possible to distinguish the formation, development, and decline of art film theater in a timely manner. Since the liberation from Japan, the public interest in art film has increased, and discourse on art film has begun to be created. A lot of film professionals and enthusiasts started to interact actively through the screening activities of foreign cultural centers. Many of them participated in the film movement in the 1980s, and concerned about an alternative film production and its screening methods. At this time, the government opened the domestic film market based on the US-Korea trade relationship, and US distributors entered the domestic film industry. Also the foreign film import was liberalized. As the Korean film industry strongly resisted, the 'Korean film protection' discourse was produced and the public interest on this phenomenon was heightened. In the early 1990s, audiences who felt tired of the foreign markets of Hollywood movies began to engage in active consumption in search of non-Hollywood films, and some theaters appeared among them as "art film theaters". From the mid-1990s, there were medias which are seriously and academically approaching film critiques and theories. They encouraged the art film audiences to stimulate art film consumption. However, due to the worst financial crisis in 1997, the Korean film industry was reorganized into commercialism and box office records, leading to a recession in the art film market. In the late 1990s, the multiplex era begins with the opening of the CGV Kangbyun. As such, the trend of muliplexing as a strategic 'large movie consumption space' in the midst of cultivating Korean commercial film has further shrunk art film and art film theaters. However, as public criticism of the disappearance of several non-commercial Korean films in the early 2000s after a brief screening of one or two weeks was widespread, the government tried to guarantee the screening of non commercial films through the film theaters. From this point, the KOFIC project to support the operation of the art film theater began. The emergence of such institutional device made it expect to encourage the consumption of art film through art cinemas, but it was not enough to improve the unstable profit structure and the bad geographical condition of art fim theaters. Also as the mutiplex becomes the most popular movie theater form in Korean society, the meaning of 'movie-going' has changed from 'special cultural activities' to 'everyday activities'. Such changed in the act of attending film theaters have influenced the screenings of art film theaters and the overall consumption activities there. The art film theater that has undergone this historical formation process contains the following characteristics. First, the art film theater tends to be located as a 'late mover' in the mid 1990s when the accumulation effect of the urban movie theaters began to weaken. In addition, the importance of inner space has been emphasized as the spread of multiplexes in the 2000s, but small art houses are seen to be left off from it. Most art film theaters are produced by the art film distributors for the purpose of showing their movies in a stable environment. This can be seen as a strategic choice to stabilize the operation and profit structure of the art film theaters considering the nature of the art film business that can not guarantee profitability. However, due to the high rents and financial difficulties in the downtown area rising, the art film theater is spatially unstable. Frequent move-in/out may weaken the awareness of the theater, and it can cause conflicts with the surrounding local environment. There phenomena are the basis for supporting the necessity of the space dedicated to the art film screening. With the development of online, the discourse of art film critique becomes more public friendly and the screening platform has become diverse which make the crisis of art film theater last longer. In conclusion, this study seeks to capture the relationship and interactions between socio-cultural factors such as discourse, policy, acceptance, and the domestic art film screening space through the historical formation of art film theaters in the specificity of Korean society.
