국문초록

지난 수십년간 시사고발프로그램은 전세계 여러나라에서 가장 중요한 텔레비전 장르중 하나로 확고히 자리를 잡아왔다. 국내에서 역시 시사고발프로그램은 민주사회의 발전에 반드시 필요한 사회적 이슈들을 공론화시켜내며, 15년 이상의 긴 세월을 장수해왔다. 그러나 이같은 현실과 달리 국내에서 시사고발프로그램을 둘러싼 학문적 담론들은 여전히 ‘공통점’보다는 ‘차이’를 중심으로 확대 재생산되어가는 양상을 띄고 있다. 이를 가장 잘 반영하고 있는 것이 바로 ‘PD 저널리즘’과 ‘기자 저널리즘’이라는 -매우 한국적이며 또한 모순적인- 개념을 둘러싸고 그동안 전개되어온 학문적 논쟁일 것이다. 이 논쟁들에서는 두 저널리즘이 본질적으로 서로 다른 특성을 가지고 있다고 주장하며 ‘일탈’ 또는 ‘우월성’이라는 용어등을 통해 대립의 각을 세우고 있다. 한편에서는 PD 저널리즘이 ‘진보성’ 및 ‘역사성’의 면에서 기자 저널리즘보다 우월한 저널리즘이라고 주장하는 반면, 또 다른 한편에서는 PD 저널리즘이 전통 저널리즘의 원칙에 심각한 위배를 가하고 있다고 지속적인 문제제기를 하고 있는 것이다. 지난 2004년의 대통령 탄핵보도, 또는 2005년의 황우석 사태 등을 통해 알 수 있듯, 이같은 ‘차이’의 담론은 사회적으로 합리적 공론장의 형성이 가장 절실히 필요한 시점에 오히려 시사고발프로그램을 둘러싸고 사회적 충돌과 갈등을 야기시키는 결과로 이어져왔다. \r\n\r\n본 연구는 이와같은 기존의 논의틀에서 벗어나 시사고발프로그램을 위한 새로운 생성적 논의를 열어보고자 하는 시도에서 시작되었다. PD 저널리즘과 기자 저널리즘이라는 기존의 대립 틀로는 현재 시사고발프로그램들이 공통적으로 처해있는 현실 및 실태들을 제대로 분석해내는데 한계가 존재하기 때문이다. 더불어 기존의 논의틀이 가지고 있는 또 한가지의 문제점은 저널리즘 논의가 철저히 정규직 연출인력들만을 중심으로 전개되게 만든다는 것이었다. 그리고 그 결과, 본 연구에서 세부적 연구대상으로 삼은 구성작가 집단에 대한 인식 역시도 발전적 논의들이 가로막힌 채 동일한 담론들이 반복되는 양태를 보여왔다. 그것은 곧 구성작가들이 시사고발프로그램의 ‘문제적 존재’이자 그들을 둘러싼 작업관행이 저널리즘의 공정성을 해치는 ‘병폐’라는 점이었다. 문제는, 이 같은 학문적 논의들과 달리 실제 제작현장에서는 전혀 다른 변화들이 나타나고 있다는 사실이었다. 문제적 존재이자 뿌리뽑혀야 할 병폐로 인식되었던 구성작가들은 시사고발프로그램의 제작현장에서 배제되기는 커녕 점점 중요한 제작주체가 되어가고 있으며 이제는 PD들은 물론 기자들이 만드는 시사고발프로그램들까지도 구성작가들을 상시기용하는 경향들이 부쩍 증가하고 있었던 것이다. 더욱이 본 연구를 위해 참여관찰 및 심층인터뷰를 실시한 바에 따르면, 구성작가들은 프로그램 제작 전반에 걸쳐 매우 중요한 게이트키퍼로서 활동하고 있었을 뿐 아니라 핵심적 저널리스트로서의 기능과 역할까지 요구받고 있었다. <긴급출동 SOS 24>팀에서 발견된 ‘관리형 메인작가’의 존재는 구성작가의 위상변화를 보여주는 단적인 사례라고 할 것이다. 더욱 중요한 것은 오늘날 이처럼 구성작가의 위상변화를 불러 일으킨 요인이 단지 제작 ‘관행’의 측면에 있는게 아니라는 사실이다. 그것은 장르내적으로는 TV 탐사 저널리즘으로서 시사고발프로그램 자체가 가지고 있는 장르적 특성 및 역사로부터 기인하고 있었으며, 장르외적으로는 매체환경의 변화에 따른 방송산업 내부의 노동시장 변화와 맥락을 함께 하고 있었다. 이는 외주제작의 활성화, 다매체·다채널시대의 본격 개막, 방송산업 내부에서 진행되는 고용 유연화등이 더이상 거스를 수 없는 시대적 흐름이라는 점을 감안할 때, 앞으로 구성작가의 위상 및 역할이 점점 증대될 수 밖에 없음을 의미하고 있다고 할 것이다. \r\n\r\n마지막으로 이같은 연구결과가 시사하는 바는 정규직 VS 비정규직, 남성 VS 여성이라는 기존의 이분법적 권력관계를 뛰어넘어, 제작주체들 사이에서 나타나고 있는 변화를 다층적으로 포괄할 수 있는 열린 논의 구조의 틀이 저널리즘 영역안에 요구되고 있다는 사실이다. 그것은 시사고발프로그램을 둘러싼 논의가 당위와 명분을 뛰어넘어 제작현장의 실태까지 종합적으로 반영할 수 있는 생성적 논의로 이어지게 만들 것이다.

영문초록

Within the last decades the investigative television program has established itself as one of the most important TV genres in many countries. Korea has witnessed the 15-year long prosperity of investigative television programs in tandem with their role as publicizer of social issues which are critical to the development of democracy.In Korea, however, the discourses of investigative television programs have evolved around the 'difference' rather than 'common traits' of this genre has. This tendency is well reflected in the korean coinage of 'PD journalism' spurring the academic debates about the difference between 'PD journalism' and 'reporter-centered journalism'. These debates pit 'PD journalism' against 'reporter-centered journalism' wielding terms like 'aberration' or 'superiority'. Some argue that the former is superior to the latter in terms of its 'progressiveness' and 'historical implication', whilst others argue that 'PD journalism' violates up-held principles of journalism. As shown in the news coverage of 2004 presidential impeachment, and in 2005 Dr. Hwang Yoo-Seok's fabrication scandal, the discourse which emphasizes the 'difference' ended up instigating social conflicts rather than providing a solid reasoning ground for social consensus. In an attempt to provide a constructive discourse of investigative television programs, this research explores an alternative frame of analysis. The conventional frame that differentiates 'PD journalism' from 'reporter-centered journalism' cannot capture the realities that investigative television programs are facing currently. Moreover, the conventional frame deals with the discourse exclusively in terms of permanent producing labour. As a result the recognition of the TV writers' role, which is a subject of this research, has been largely ignored. TV writers' role has been disputed as being consequently criticized as a hindrance to the objective journalism. The trend of TV production process, however, runs against the grain of the academic discourses. TV writers' role, disputed as being problematic and vicious that should be uprooted, has been increasing in its influence. TV writers have positioned themselves as significant program providers. For instance, investigative programs made by news reporters also put TV writers on their payroll. The findings of this study-gained through participating observation method and in-depth interviews- show that TV writers play significant roles as gatekeepers all across the borders of TV production process. In addition, the role of pivotal journalists are also required to TV writers. As shown in < SOS 24> production process, the chief editing writer's role exemplify the change of tv writer's status. Moreover, the changes are brought about not only as the 'conventional practice' of tv production. The changes stemmed from the inherent traits of the investigative television programs and Korean history. Given the irreversible advent of outsourcing, multi-media, multi-channel, flexibility of labour demanded within the media industry, the status and role of the TV writers are bound to increase. In conclusion, the findings of this research suggest that the frame of analysis encompassing the dichotomy of power relations - permanent/contract, male/female-is needed. The new frame of analysis should embrace the current multi-faceted realities of TV production process. This comprehensive frame will lead to the productive discourse overcoming the limitation to the conventional frame which focuses on what the journalism should do and what constitutes a just cause.
