On October 1st of 2005, the construction of restoration for Chung-gye-chun finally revealed its figure after removing the Samil elevated road. However, there is a critical issue in the cultural aspect when Seoul government have selected an American sculptor; Oldenberg and his work called "Spring" as a symbolic statuary for Chung-gye-chun. Nevertheless, there are various upcoming controversaries surrounding by public art in the Korean society.\r\n There are some examples of these controversaries, which can be, the controversy on Amabel in front of the Posco Building in Teheran Road, a mural painting that has been taken down at Uljiro 3ga called "Subway Comic Strip" after the installation and so on.\r\n Professor Sung Wan Gyung comments that the bases of these controversies are caused by what public art possesses in nature, which basically holds conflicting characteristics between public value and artist-centered disposition of the art.\r\n This research starts from the controversy in Korean art world over the new public art law; aims to redefine the new meaning of public art in Seoul as the city of Post Digital Revolution.\r\n Korean Public Art has begun with the movement for constructing statues of patriotic figures during the 1960s. In 2005, public art in Koreapursues more various territories rather than performing as art aorks in public spaces. As Suzanne Lacy declares it as "New Genre Public Art" , public art exists for the public benefic for the people who encouter the art work in everyday life. Public art should create discussions from the process of selecting the artists with people.\r\n Public Art is not just the monologue of an artist, but the dialogue with audienses. In every day life, piblic art should perform the role as communicating media between artists and audiences, encouraging audiences to enjoy their culture more and more.
