문화소외계층, 문화공간, 문화카페, 문화예술
본 연구는 문화소외계층을 위한 문화공간을 제안하고 문화소외계층의 문화적 환경의 확대 필요성에 대한 방안을 연구하는데 목적을 두었다. 이를 위해 문화소외계층에 대한 개념정리와 이들을 대상으로 하는 문화공간의 필요성을 알아보았다. 그리고 문화소외계층을 위한 소규모 문화공간을 제안하기 위해 현재 운영되고 있는 문화공간에 대한 현황과 운영형태 실태를 알아보고, 특별히 소규모 문화공간으로서의 문화카페 사례를 살펴보았다.\r\n\r\n문화소외계층은 사회적 취약계층에 대한 이해를 바탕으로 의미를 찾아볼 수 있다. 문화소외계층의 의미는 경제적, 신체적, 기타 조건으로 인한 사회적 취약계층의 의미 안에 경제적, 지역적으로 소외된 문화소외계층을 포괄하고 있는 개념이다. 이들에 대한 문화적 권리에 대한 인식이 점점 높아지면서 다양한 형태의 문화소외지역을 위한 문화행사 또는 기관들이 눈에 띄게 늘어나고 있다. 그러나 경제적 차원에서의 복지서비스를 강화하는 프로그램은 늘어났으나 문화적 욕구에 만족하는 지속적인 프로그램이나 기관은 아직 미비하며 이에 대한 연구 또한 미진한 실정이었다.\r\n\r\n문헌 분석 결과 정부에서 시행되고 있는 사회문화예술교육과 기관들의 경우, 수많은 인적 자원과 재정을 필요로 하는 대형 문화공간인 경우가 대부분이었고, 현재 가장 효율적으로 운영되고 있는 ‘문화의 집’ 경우에는 프로그램의 부족으로 방과 후 공부방 수준의 공간으로 활용될 뿐 문화공간으로의 기능을 제대로 발휘하고 못하고 있다. 또한 문화소외계층을 위한 다양한 사회운동의 경우, 좋은 프로그램과 자원봉사자들로 문화환경을 구축하는데 일조하고 있지만, 실제적으로 프로그램을 실행시킬 수 있는 공간의 부족으로 단기적인 행사로 끝나는 경우가 많았다.\r\n\r\n따라서 본 연구에서는 문화소외계층을 위해 장기적으로 문화프로그램 및 환경을 제공해 줄 수 있는 문화공간의 필요성을 제고하고자 하며, 특별히 소규모 문화공간으로써 문화카페와 문화의 집 개념이 혼합된 '컬처라트(CULTURAT)'1)를 제안하였다.\r\n\r\n이를 위해, 먼저 과거와 현재의 카페 개념의 변화를 통해 소규모 공간으로의 문화카페들이 보여주는 문화공간 효과를 연구하였다. 그리고 문화소외계층을 위한 ‘문화의 집’을 중심으로 다양한 문화기관과 행사 사례를 연구하였으며, 이를 통해 실제적인 필요와 문제점을 분석하였다.\r\n\r\n연구결과 문화소외계층을 위한 이들의 필요에 적합한 소규모 문화공간, 다양한 프로그램의 확충이 필요하며 운영의 안정성, 다각적인 네트워크를 위한 문화공간 확산이 중요하였다. 이와 같은 연구를 통해 문화소외계층을 위한 전문문화공간인 '컬처라트(CULTURAT)'를 제안하였다.
The purpose of this research was to provide cultural facilities for cultural outsiders and to expend cultural life to cultural outsiders. \r\nFor this research, we defined meaning of cultural outsiders, and studied necessity of creating cultural facilities for them. Also, in order to make a proposal for creating cultural facilities for cultural outsiders, studies on currently running cultural facilities is required. Especially, cultural cafe was looked into as a good example of small cultural space.\r\n Cultural outsiders can be understood based on people’s social level or status. The definition of cultural outsiders is people with vulnerable social status of financial, physical, or other conditions. \r\nThis also included their financial and regional alienation. Currently, people speak about their rights to enjoy cultural events, and now various cultural events are held for cultural outsider regions.\r\nHowever, in economical point of view, most of cultural event program was held for social welfare. Still, there were no continuous programs or facilities to fulfill their cultural need and desire. In addition, there is little effort to change these facts.\r\n According to documents analysis, in the case of Social & Cultural Art Education program ran by the government, it was a large cultural space where it required large amount of both human and financial resources. \r\nCurrently, most efficiently running cultural facility is ‘House of Culture’, where it always lacks of programs. It is used more as a study room after school hours. It is not used for its full potential. In addition, there are many good social welfares and programs with volunteers to help to create cultural space for cultural outsiders. \r\nHowever, in real world there aren’t enough spaces to practice these programs. So, most of times, they end up as a short program.\r\nHence, this research found a necessity for creating a cultural space to provide long period cultural program and environment for cultural outsiders. We propose ‘CULTURAT’, a place with combination of cultural cafe and cultural house, creating a small cultural space.\r\n For this, we need to research about the efficiency of changing old cultural space into new cafe concept cultural space, as a small space for cultural programs. Also, based on this ‘Cultural House’ we researched various cultural event and programs for cultural outsiders, and analyzed their potential needs and problems. \r\nIn conclusion, for cultural outsiders needed small and suitable cultural space. Also, it is important to run various programs periodically and safely, and expending cultural space network is also important as well. Through this research, to provide designed cultural space for cultural outsiders we propose ‘CULTURAT’.
