최근 군사시설 보호구역 해제와 고도완화 등에 대한 지역주민의 요구가 늘어나고 있다. 또한 군사훈련에 따른 소음이나 환경오염에 대한 민원과 소송 등 군사시설을 둘러싼 갈등도 증가하는 추세이다. 특히, 군 기지 이전은 국책사업으로서 중앙정부와 지방자치단체, 주민, 시민단체 등 이해관계를 가진 여러 집단들이 첨예하게 대립되면서 언론의 주목을 받는 사안이다. 본 연구는 군사시설과 관련한 갈등적 이슈에 대하여 지역신문이 어떻게 기사화하고 있는지를 분석하는 것을 목적으로 한다. 즉, 다양한 집단들의 입장과 갈등 행위에 대하여 지역 언론이 어떠한 의미를 형성하는지 살펴보고자 한다. 이를 위하여 군사시설과 관련한 지역신문의 뉴스 프레임 유형을 도출하고, 프레임의 형성에 영향을 미친 요인을 발견하고자 하였다. 갈등은 그에 관계되는 개인이나 집단들의 사회적 위치나 입장을 어떻게 부각시키느냐에 따라 상이한 형태로 표면화된다. 갈등적 이슈에 대하여 언론은 이를 그대로 전달하는 것에 더하여, 자신의 시각을 반영하여 이슈를 재구성한다. 특히, 군사시설의 경우, 국가안보 차원의 필요성과 지역주민들의 생활권이 민감하게 충돌하는 이슈이다. 따라서 갈등에 관련한 여론 형성에 있어 지역 언론의 역할이 크며, 지역 기자도 이를 고려하고 있을 것으로 예상할 수 있다. 본 연구는 이러한 인식을 바탕으로 군사시설에 대한 지역신문의 기사와 뉴스제작과정을 살펴보았다. 연구 방법으로 경인, 강원, 호남, 영남지역의 대표적 신문들의 뉴스 프레임을 분석하였으며, 전국신문과의 비교를 실시하였다. 또한 군사시설과 관련한 갈등에 관련한 뉴스 프레임의 형성에 영향을 미치는 요인들을 분석하기 위하여, 지역신문의 기자들을 대상으로 심층인터뷰를 시행하였다. 뉴스 프레임 분석 결과, 지역신문에서는 “경제 논리 프레임”과 “정부 책임 프레임”이 많이 사용되는 것으로 나타났다. 이는 전국신문이 “대립 해결 프레임”과 “갈등 악화 프레임”을 많이 사용하는 것과 비교되었다. 또한 지역신문은 일화적 프레임이 많았으며, 지방자치단체와 시민단체, 주민, 군을 정보원으로 많이 활용하고 있었다. 이 중 지방자치단체는 긍정적으로 기사화되었으나, 정부나 군은 부정적으로, 주민은 중립적으로 표현되었다. 한편 ‘시의성’과 ‘영향성’이 중요한 뉴스가치로 활용되고 있었다. 기자들의 심층인터뷰 결과, 군사시설과 관련된 갈등의 경우에는 뉴스가치가 낮고 취재원 확보가 제한되는 등의 독특한 취재여건이 뉴스 프레임 형성에 영향을 주는 것으로 확인되었다. 아울러 지역신문이 지역주민에 대한 애착과 지역을 대변해야 한다는 책임의식이 뉴스 프레이밍 과정에 강하게 반영되면서도, 객관적 입장을 취해야 한다는 생각도 복합적으로 작용하고 있었다. 본 연구는 최근 군사시설을 둘러싼 갈등이 증가하고 있다는 점에서, 이를 다룬 지역신문의 보도 경향을 종합적으로 분석함으로써 지역사회 갈등에 대한 지역 언론의 역할을 이해하는데 하나의 의미 있는 기회를 제공하였다고 할 수 있다. 나아가 지역 언론이 갈등의 재구성을 통하여 지역 사회의 여론에 영향을 미칠 수 있다는 측면에서 지역사회 갈등을 해소하는 데 일정 정도 기여할 것으로 기대한다.
Recently demands of local residents are on the increase about cancellation of military reservation areas and building height restrictions, and civil complaints related to noises based on military drills or environmental pollution of military bases also tend to be enhanced. In particular, transfer of military vases is a national policy project and an issue on which various groups having interests such as the central government, local self-government, residents, and civic organizations are sharply conflicting with each other.\r\nThe purpose of this study is to analyze writing the news of local newspapers on conflicts related to military facilities. The author in this study deduced types of news frames to identify factors affecting framing. As for the methodology, news frames to of four local newspapers were analyzed from the aspects of contents and forms, and were compared with those of nationwide newspapers. Also, in-depth interviews with journalists in order to identify factors affecting frame formation.\r\nBased on the results of the analysis, "economic reasoning frame" and "government's responsibility frame" were highly shown, a tendency that was compared with that of nationwide newspapers mainly using "confrontation solving frame" and "conflict aggravation frame." Also, episodic frames were much shown, and local self-governments, civic organizations, and residents were mainly used as news sources. Local self-governments were expressed positively, the central government and military were expressed negatively, and residents were expressed neutrally. Effectiveness and timeliness were expressed to be news values.\r\nAccording to the results of the journalist interviews, as for conflicts related to military facilities, the frame formation was affected by coverage aonditions such as low news values and limitations in news sources. Also, responsibility for speaking for the local regions and consciousness for keeping objectivity were compounded to apply to news reporting.\r\nThis study is signification in that it presents an opportunity to understand the role of local journalism on conflicts in local societies where conflicts surrounding military facilities are on the increase. Furthermore, this study is expected to contribute to seeking methods to solve conflicts in local societies, given that local journalism may affect public opinion of local societies.
