2000년대 중후반 포털을 통한 뉴스 소비가 급증하면서 사회적 책임과 규제가 전사회적 이슈가 되었다. 포털 뉴스의 속성과 저널리즘 기능, 규제에 대한 무수한 논의가 진행됐고, 포털의 저널리즘 기능에 따른 사회적 책임과 이용자 권리 보호 차원에서 포털에 대한 자율 규제와 공적 규제가 시행됐다. 저널리즘 기능과 이용자 권리 차원에서 포털에 대한 규제가 도입되었지만 포털에 관련한 이용자 차원의 연구는 이용량, 이용패턴, 이용동기에 초점이 맞춰졌고, 규제의 근거가 된 포털 뉴스의 저널리즘 기능이나 규제 방안과 연결되어 연구되지 못했다.\r\n본 연구는 포털 뉴스에 대한 규제가 포털 뉴스의 속성과 저널리즘 기능을 근거로 이용자 보호를 위해 도입되었다는 사실에 초점을 맞춰 뉴스 미디어로서 포털 뉴스와 포털 뉴스 규제에 대한 이용자의 태도와 둘의 관계를 알아보는 것을 목적으로 한다. 포털 뉴스 이용자가 포털 뉴스를 언론과 동일시하는 정도와 포털 뉴스가 뉴스를 생산한다고 알고 있는지 여부가 포털 뉴스에 대한 태도와 포털 뉴스 규제에 대한 태도의 관계를 분석했다. 이를 위해 포털 뉴스에 대한 태도와 포털 뉴스 규제에 대한 태도의 관계를 분석했다. 이를 위해 포털 뉴스 이용자 500명을 대상으로 설문조사를 실시했다. \r\n포털 뉴스 이용자들은 전반적으로 포털 뉴스가 다양하 뉸스를 제공하는 것에 큰 가치를 두었고, 동시에 포털 뉴스가 선정적이고, 내용이 가볍다고 생각하는 것으로 나타났다. 포털 뉴스의 운영과 관련해, 투명하고 책임있는 윤영에 대해 상대적으로 낮게 평가했고, 포털 뉴스의 언론 기능으로서 정보 제공 기능에 주목했으나 심층적 해석이나 논평, 교훈과 깨달음 제시, 정부와 권력에 대한 감시와 비판 등 언론의 핵심 기능은 높게 평가하지 않았다.\r\n이용자의 상당수는 포털을 언론이라고 생각하면서도 포털 뉴스가 심층 해석이나 논평, 교훈 제시 등 고유의 관점과 메시지를 전달하는 언론의 핵심 기능을 수행하는 것에는 크게 도으이하지 않았따 토털과 전통적인 언론의 가장 큰 차이점이 뉴스를 생산하는 것임에도 상당수의 이용자가 포털이 뉴스를 생산한다고 잘못 알고 있는 것으로 나타났다.\r\n포털을 언론으로 생각하는지와 토철이 뉴스를 생산한다고 알고 있는지는 포털 뉴스에 대한 태도에 일관되게 영향을 미쳤다. 포털이 언론에 가깝다고 생각할수록 포털 뉴스가 객관적이며 믿을 수 있고, 투명하고 책임감있게 운영된다고 생각했고, 교훈 제시와 권력 감시 및 비판 등 언론으로서 사회적 기능을 행한다고 생각했다. 포털이 뉴스를 생산한다고 잘못 알고 있는 집단이 그렇지 않은 집단에 비해 포털 뉴스가 객관적이고 믿을 수 있으며 투명하고 책임감있게 운영되며, 권력 감시 등 언론으로서 기능을 한다고 생각했다.\r\n포털 뉴스의 사회적 기능에 대한 태도, 즉 포털이 언론처럼 여론을 형성하고, 교훈을 제시하며, 권력을 비판하는 등의 행위를 한다고 생각하는 정도는 포털을 언론과 동일시하는 정도와 상당한 관계가 있는 것으로 나타났다.\r\n'포털이 언론이라고 생각하는 집단'이 '포털이 언론이 아니라고 생각하는 집단'보다 '뉴스 취재', '뉴스 편집', '뉴스 유통', '뉴스 댓글'에 대한 자율 규제뿐만 아니라 공적 규제를 긍정적으로 평가하는 등 포털 구제 전반에 대해 긍정적으로 평가했다. 이용자들은 공정 규제와 자율 규제를 대비되는 개념으로 이해하기보다 규제라는 하나의 개념으로 이해하고 있었다. 그리고, 포털 뉴스에 대한 태도와 포털 뉴스 규제에 대한 태도는 약간의 관계가 있는 것으로 나타났다.\r\n본 연구는 포털의 뉴스 속성에 대한 태도와 이용 동기에 집중한 기존 포털 뉴스 이요자 연구와 달리, 포털 뉴스의 언론 기능 등을 중심으로 포털 뉴스의 속성과 운영을 이용자가 어떻게 생각하는지를 알아보고, 포털 규제에 대한 이용자들의 태도를 알아봤다는 점에서 의의가 있다.
As the usage of the portal news have increased rapidly, the social responsibility and the regulation of the portal news have been a social controversy since the middle 2000s. We have discussed the attribution, the function of journalism and the regulation of the portal news a lot, so the self-regulation and the public regulation by law have been adopted for the portal news; social responsibility and the protection of the users' right.\r\nThough regulation have been adopted for function of journalism and protect for user, we have framed the context of the usage, pattern and motivation of use in portal news related with portal news' users. So far, very little study with is the function of journalism and the regulation of the portal news connected to the view of users has been done.\r\nThe purpose of this study is examine how equating the portal news with the press and understanding news gathering in portal influence on the portal news users' attitude on the portal news as news media (Research Question 1), how equating the portal news with the press and understanding news regulation of the portal news (Research Question 2), and the links between the former and the latter (Research Question 3), centering on the regulation of the portal news has been adopted for the attribution and function of journalism of the portal news to portal the users' right. This study analyzes survey data of five hundred portal news users.\r\nThen finding shows that, mostly the portal news' users evaluate the portal news provide a variety of news at the same time portal news is sensational and light-hearted. The users set a low value on the management with transparency and responsibility in evaluating the management of the portal news service. The users have attention on proving information relating with social function of the press such as suggesting in-depth analysis or comment, proposing a lesson or an alternative and watching and criticizing the power.\r\nThe group who understands that portal is similar with the press such as newspaper and the portal writes an article has a positive attitude about the portal news. The group who misunderstands that the portal writes an article think the portal has more objective, credible attribution, has transparent and responsible for management and performs a social function as the press than the other group who understands that the portal doesn't write an article. In other words, the other group who don't understand that the portal is the press and the portal doesn't write an article have a less positive attitude on the portal news.\r\nA considerable number of users understand the portal news is the press. but at the same time they don't think the portal news don't perform a core function of journalism suggesting in-depth analysis or comment and a unique point view on pubic issues. Though the important difference between the portal news and the portal writes a article by itself.\r\nThere is a correlation between a attitude on the social function of the portal news as a the traditional press and a attitude on equation the portal with the press.\r\nThe group who considers the portal as the press have a more positive attitude on not only self-regulation but also public regulation about 'gathering news', 'editing news', 'bring news into circulation', 'managing a comment on news' than the other group who think the portal aren't the press. The users understand the self-regulation and public regulation the similar concept rather than the contrast concept.\r\nThere is a weak correlation between the attitude on the portal news and the attitude on the regulation of the portal news.
